1. The 107th Founders Day Banquet will be held on Sunday, December 2, 2007, VFW Post #1,
955 Bannock Street, 6:00 pm Cocktails - 7:00 pm Dinner, $40.00 Prime Rib.
2. VFW Posts are believed to be exempt by the State of Colorado, under the Charitable
Purpose Exemption. A funding of “charitable purpose” generally requires the presence
of the following three elements: gifts, benefits to indefinite number of persons, and a
lessening of the burden of government. Active involvement in the VFW Community Activities
program and accurate reporting of the same will establish the three required elements.
Any Post in need of clarification, regarding property tax exemption should contact the
State of Colorado, Division of Property Taxation, Department of Local Affairs, 1313 Sherman
Street, Room #419, Denver, Colorado 80203, Phone (303)866-2686. Your elected State
Representative may also offer assistance.
3. Several Posts have not purchased adequate Quartermaster Bonds. It is mandatory that
the Post Quartermaster be bonded for an appropriate amount. Bond applications have been
mailed to those Posts that are delinquent. Quarterly Trustee Audits are also mandatory.
The 2nd Post Trustee Report of Audit was due at Department Headquarters by October 31, 2007.
4. The Department of Colorado, Veterans of Foreign Wars of the United States, is not
responsible for the action or debts of individual members or subordinate units. In the
future, any individual, Post, District or Canteen involved in legal action due to
irregularities or violations committed by said individuals or subordinate units, shall
report them at once to the Department Commander.
5. Department Community Service Report forms must be properly filled out or credit will
not be given. There is NO separate Hospital report form.
ALL Community Activity Report Forms, Post and Auxiliary, WILL be mailed to Department
Headquarters, 1400 Carr Street, Lakewood, CO 80214. Do not mail to Chairman.
6. All VFW Posts should order NEW Congressional Charter and By-Laws and Manual of Procedure
and Ritual from Emblem and Supply. Many changes were approved at National Convention in Reno.
7. 2008 Washington Community Service / Legislative Conference will be held March 2 - 5, 2008
in Washington, D.C. Voice of Democracy winners from each State will be at the Conference and
the National winner will be announced.
8. National Special Order No. 2: Pursuant to the action of the National Council of
Administration at its meeting in Kansas City, Missouri on August 18, 2007 in denying the
appeal of PHILLIP E. PHILLIPS, Life Member No. 471765, Englewood Post 322, Engelwood,
Colorado, upholding the decision of the Commander-in-Chief to approve the findings and
sentence handed down by the Commander of the Department of Colorado against Phillip E.
Phillips with the order of TERMINATION OF MEMBERSHIP in the Veterans of Foreign Wars of
the United States. It is hereby ordered that the name of PHILLIP E. PHILLIPS, Life member
No. 471765 be removed from the rolls of Englewood Post 322, Englewood, Colorado, his Life
membership terminated in the Veterans of Foreign Wars of the United States with fees
forfeited and his Life Membership card returned to the Adjutant General. Effectively,
through Special Order No. 2, rescind Special Order No. 46 issued on October 11, 2004.
